lib/diff: ignore xattrs if disabled on either repos
This fixes the logic to detect whether xattrs should be automatically
ignored when diffing.

Marcus Folkesson 6bf4b3e1d8 Add SPDX-License-Identifier to source files
SPDX License List is a list of (common) open source
licenses that can be referred to by a “short identifier”.
It has several advantages compared to the common "license header texts"
usually found in source files.

Some of the advantages:
* It is precise; there is no ambiguity due to variations in license header
  text
* It is language neutral
* It is easy to machine process
* It is concise
* It is simple and can be used without much cost in interpreted
  environments like java Script, etc.
* An SPDX license identifier is immutable.
* It provides simple guidance for developers who want to make sure the
license for their code is respected

See http://spdx.org for further reading.

Colin Walters 6e4146a354 tree-wide: Remove Emacs modelines
We added a `.dir-locals.el` in commit: 9a77017d87
There's no need to have it per-file, with that people might think
to add other editors, which is the wrong direction.

Colin Walters 18c5947c5f diff: Port some to new code style
Continuing to chip away at this. Using `g_file_enumerator_iterate()`
here helps notably.

I started on the much bigger `ostree_diff_dirs_with_options()` but
it's a lot messier - for later.

Colin Walters 455cc5e892 repo+tests: Add [core]disable-xattrs=true, use it on overlayfs
There are a lot of things suboptimal about this approach, but
on the other hand we need to get our CI back up and running.

The basic approach is to - in the test suite, detect if we're on overlayfs. If
so, set a flag in the repo, which gets picked up by a few strategic places in
the core to turn on "ignore xattrs".

I also had to add a variant of this for the sysroot work.

The core problem here is while overlayfs will let us read and
see the SELinux labels, it won't let us write them.

Down the line, we should improve this so that we can selectively ignore e.g.
`security.*` attributes but not `user.*` say.

Mathnerd314 1b88dc7f90 docs: Get API docs working again
This changes around a few things that didn't work for me:
* Section names seem to be ostree-* instead of libostree-*
* Also XML files are ostree-* (they didn't show up at all)
- gtk-doc doesn't seem to parse const _OSTREE_PUBLIC correctly
* pull documentation is now on the actual functions rather than stubs
* Update gitignore with some more files

And there some changes to make gtk-doc give fewer warnings (not finished)

You create these with something like:
  ostree static-delta generate --empty --to=master

These will be automatically used during pull if no previous revision
exists in the target repo.

These work very much like the normal static deltas except they
are named just by the "to" revision. I.e:

Colin Walters e580a88f4e SELinux: Ensure we label /var, and fix /etc merge wrt xattrs
First, /var needs to be labeled at least once. We should probably
rearrange things so that /var is only created (and labeled) on the
first deployment, but this patch adds a /var/.ostree-selabeled file
instead.

Second, when doing the /etc merge, we compare the xattrs of the old
/usr/etc versus the current /etc. The problem with that is that the
policy has different labels for /usr/etc on disk than the real /etc.

The correct fix for this is a bit invasive - we have to take the
physical content of the old /usr/etc, but compare the labels as if
they were really in /etc.

Instead for now, just ignore changes to xattrs. If the file
content/mode changes, then we take the new file (including any changed
xattrs).

Bottom line: just doing chcon -t blah_t /etc/foo.conf may be lost on
upgrade (for now).

Colin Walters 2ddbeb1f71 Make /etc a writable mount
First, move deployments to /ostree/deploy. Having them in the
toplevel clutters the filesystem layout too much.

When we deploy a tree like /ostree/deploy/NAME, there is now also a
writable directory /ostree/deploy/NAME-etc. This is mounted as
read-write inside the system.

On an initial install, that directory is copied from
/ostree/deploy/NAME/etc. On subsequent deployments, we find any
changes made in the current deployment's /etc, and apply that set of
changes to the new deployment's /etc.
