Fix no-xattrs patch so it does the check after sourcing libtest.sh
...
Otherwise the creation of `test-xattrs` breaks the check for an empty
directory in libtest.sh, breaking installed-tests.

Fix permissions of installed scripts, not the copy in debian/tmp
...
dh_fixperms runs after dh_install, so chmod on debian/tmp is not
effective.
