Private Cloudfront instances return 403 for objects which don't exist
rather then a 404.
Change the fetcher to assume 403 is ok for download that are "optional"
rather then erroring out at that step (e.g. trying to download a static
delta if the remote repo doesn't have those)

Optionally read cookie jars for a remote to be used when downloading
data. This can be used for private repositories which require specific
cookies to be present, e.g. repositories hosted on Amazon cloudfront
using signed cookies.

Various bootloader add kernel commandline options dynamically, filter
these out when grabbing boot options from /proc/cmdline. Specifically
grub adds BOOT_IMAGE and systemd-boot adds initrd.

On a large ostree repository pulling over http slows to a crawl. Pulling
from localhost results in:
5944 metadata, 63734 content objects fetched; 850509 KiB transferred in
1106 seconds
In other words about 800KiB/s. Some profiling shows that essentially
all of the CPU goes into libsoup doing its request bookkeeping instead
of into the actual downloading.
Adding a simple queue to limit to number of active request sent into
libsoup makes for a dramatic improvement:
5944 metadata, 63734 content objects fetched; 850509 KiB transferred
in 89 seconds
So around 9450 KiB/s.

make distcheck was unhappy for various reasons:
* headers aren't data, so use _HEADERS otherwise compilation fails
* Mark the gir & typelib data as cleanfiles so they aren't left around
after make clean
* Don't nuke the .la file. This breaks make uninstall, leave it up to
distributions to not install .la files if they don't want them.
